Will you need to have a large cache of pre-BC and BC Herbalism items to take Inscription from 0-375 the way that you needed mining items to take Jewelcrafting from 0-300?

Yes. It looks like you'll need a considerable amount of earlier herbalism mats to get inscription up. This is an accurate representation of what is currently known in-game: http://www.wotlkwiki.info/index.php/Inscription#tab=Reagents
I haven't seen any new mechanics/itemization that should have any effect on your current gear decisions. Changes like "Spell Power" versus "Spell Damage and Healing" and Crit/Hit/Haste being combined to affect both physical and spell-based abilities will both be retroactively changed on all gear when Wrath goes live.

Although inscription is around in a limited sense as a profession, it appears that glyph recipies have not been introduced. I went and found a Grand Master Inscription Trainer in game, and the recipies there matched this list: http://wotlk.wowhead.com/?npc=26995#teaches-recipe
