you are waaaaaay over hit cap and yet you are using a Hit ring and a hit chest. Has a better ring really not dropped for you yet? they are all over ICC, an agi one would be better.
You are not expertise capped. Expertise rings are easy to obtain and you can even buy one thats better then Bloodshed band.
It is a dps loss ( Not a big one, but a loss nonetheless) to gem all strength. You should be getting the 4tr+ socket bonuses with a inscribed(10 str 10 crit) or Fierce( 10 str 10 haste) ametrine. Have you looked into gemming ArP instead of strength in the reds? I haven't so idk if theres a gear requirement or anything but I have noticed alot of frost dk's doing it.
Your spec is good accept for one thing - Take a point away from black Ice and stick it in Chill of the Grave.

as for hit rating.... I only get hit gear it sucks ass. I'm currently saving up for the vendor chest and will have it in a few day. I do need a new ring, but none have dropped yet.
And as for gemming ArP its only a small dps gain on tank and spank fights, not worth it overall
also becuase i'm a duel wield dk im not melle hit capped, im spell/special attack hit capped so going over the spell cap is okay even though the top dk's are hovering around 288-300. It's just not recomended. but overall yes im currently trying to lower my hit its not like im gemmed for it or anything :P

As much as it may seem like a good idea i'd buy the tier chest [50094] over the emblem one as you'll likely need it to upgrade to 264(or 277) later on.
Sargus' sugggestion about gemming for socket bonuses is valid (crit/str or haste/str in yellows)
You could also (after getting your chest) swap to the [Gatecrasher's Gauntlets] to drop some more hit and maintain your 4pce (or to the [50037] off of Festergut)
RING: ([Bloodshed Band] really needs to go) Almost any agi ring or str ring would be better, optimally one with expertise on it
Belt could almost be swapped out for a 251 lvl one that has better stats (haven't sim'd it though)
