I'm pretty excited that you app. I've been talking to Mexadin for quite some time now just chatting and he seems to be a nice guy and very knowledgeable with the guy. He's clearly experienced with most of the fight which is a plus. Your rogue is also fairly geared except that you're slightly over exp cap but of course gotta find replacements before you can actually switch them out.
We have a channel in game for recruits "DFRecruit" you should go ahead and join that channel and try to run some heroics or weeklies and voa and sutff. Get your name out there run stuff with our guildies and other recruits and just WOW other players ;). Should also try signing up for some raids. KB Raids Mon-Wed 6:30-10 (already has like 3 rogues in it) and Salmon Raids Tues-Thurs 6-9. So if you're available for those raids sign up and let some Raid Officers know that you're available. Some officers in KB are Quisjaa, Saedo, Nuitarin, and Onrique. Some officers in Salmon are Ataraxia, Resqtoaster, and Everstar.

I'm gonna guess, but I'm hoping it's true, you got that heroic Sack recently and just really really want to wear it.
You're gonna need to find alternatives for the gear you have, all that extra expertise is doing ziltch for dps. Do you have alternatives for your Boots, Legs, and or Cloak? For the cloak, maybe the badge one will be better, even with the ArP cause at least it's giving some benefit.

Planning out what you'd wear in BiS gear is fine and dandy. But you're kinda gimping yourself in the meantime if you're simply ignoring how you gear now.
Anyways, do you really have no extra gear that's even semi-equivalent?
I gave you an easy option, the badge cloak, that's 60 frost badges. Forget that it's a non-optimal cloak for mutilate, you're in a far worst non-optimal situation with all that extra expertise going to waste and giving you zero dps gains. But of course, that only takes care of 56 of the 104 expertise rating going to waste. Still need to take care of the boots or legs.

I know badge cloak gives ArP and no hit. But ArP is not a zero dps stat. It gives something, increasing a bit of your white damage attacks. Expertise is giving you ZERO dps right now, and that's 104 ZERO dps stat points being wasted.
And why would you keep your hit at 500? It's 15.2%, for a magic number, it's kind of high. If anything, the magic number should be at 210, the spell hit cap.
Here's what you should do, go to EJ, download a spreadsheet (I like Aldriana's myself, but take whatever). Insert gear, see what you can do.
Hell, I just inserted your gear into one. As an, well expensive option, can always craft the pants too.
So, easily +100 dps gain if you change any one of your extra expertise into non-optimal arp gear. Probably the cloak will suffice since legs are expensive and you don't get much extra gains after droping one source of wasted expertise.

A big reason why I'm against the frost cloak and really want gunship cloak is for the haste. My haste is pretty low atm. I was actually thinking of buying the BoE Drape of Untamed Predator.

So the Frost badge cape is still better by higher item level stats. Look, it may have not have your favorite stat of haste, but haste as good as it is, has a finite value. More of lower end stats can be better than less of higher end stats. You can't simply ignore a sub-optimal stat for lower amounts of an optimal stat.
But yea, waiting for the gunship cloak can take months again. Are you saving your badges for something still?
