2. your target if its friendly

the stop casting at the begging is ment to conserve mana for priests if your MT doesnt need this big heal at the last .5 seconds you can start to cast again without lasting your out of 5 second regen
it is also linked with one of my trinkets and inner focus
as well as first healing your target or your targets target if you are just trying to grab the bosses agro target
