After taking a deeper look into the parses, you're right - his abilities are covered for that spec.

Still, bad spec is bad spec.  His dps on the boss is not spectacular compared to the rest of his raid - even though he's doing comparable damage, look at the hard numbers for the boss kill itself.

Biggest contributor to damage is white damage (27% contributor), which he missed 21.5% of the time.  When he did hit it was for piddly (avg of 547) so the spec takes the shotgun approach to white damage - swing as fast as possible and hope that some of them hit (hence the icy talons spec, even though they have a shaman in the raid).

Next is Howling Blast (16% contributor), which he only used nine times.  Hit for an average of 3.5k, which isn't bad, but when it's only used nine times in a fairly long fight like Sartharion (285 seconds) ... that means he used it once every 30 seconds.  As opposed to the roughly once every 10 seconds he *could* be using it given rune cooldowns.

After that is Ebon Gargoyle, which he used as his runic power dump.  It's a good one, however it only contributed 11% of his damage.  Icy Touch did fair damage but missed nearly 8% of the time.

He may well have done good dps, but not stellar (as compared to the rest of his raid).  He would likely have been better served by a deep-blood 2H spec, or at the very least a Frost Strike spec that focuses more deeply on fueling Frost Strike with runic power and using Annihilation and Obliterate for big in-between hits.  Plus, he'd get more out of Icy Talons white damage and would have to worry less about missing any attacks.
