This was probably an issue before 3-point harnesses became standard (shoulder restraints). And I thought children being in the front seat was only a problem because of the air bag?

Where is this child's carseat/booster/ or even an old fashioned seatbelt? Hmm?

this clearly says to me that whoever is driving the children cannot drive since this issue of them hitting their head on the dash is so frequent that they would need to create this in the first place.
