At about 8:00AM server there are about 6 that spawn at the same time.

Np! I know a couple other people who didn't know what they looked like either. So i found one and took some screen shots. They give 350rep per turn in but it takes a while for them to spawn sometimes. I'm not sure what the respawn timer is though.

The first time you get one you will have to right click to accept quest from the item in your bag. After that, every time you loot one you can just go straight to the SoH guy to turn it in, For the record it's not the same guy you turn in relics to, but he's right behind him on the next level up, hes the blacksmithing guy.
